The Whitehorse Council provides clarification of the COVID-related rules following the Victorian Government’s latest decrees and their ramifications for the citizens of Whitehorse. (The social purpose is to provide updated information about the need to “check in” at Council facilities.)
As a cohesive strategy, the Councillors use the first person pronoun “we” throughout to convey the sentiments of the Council (as a unanimous and co-operative body).
They also use politeness conventions and co-operative language – “we thank the Whitehorse community” to reinforce the idea that overcoming the problems of the pandemic is a community effort.
They also use semantic fields related to vaccinations – the nominal “vaccinated economy” and “vaccination status”. Temporal adverbials also clarify details of the decrees.
There is also some jargon (nominals) relating to the implications of the new regulations: “COVID marshalls” and “COVID restrictions”.
Listing is also apparent. Again, note the nominals connected to the semantic field of COVID: “We encourage everyone to keep up with distancing, hand hygiene and masks when required.”
